Artistic Practices as a Factor of Public Cultural Policy in the Conditions of Modern Socio-Cultural Transformations

Abstract

The purpose of the study is to determine the role of artistic practices as a factor of public cultural policy in the context of contemporary socio-cultural transformations and to analyse their impact on the formation of public space and cultural identity. Research methodology is based on cultural, systemic, and communicative approaches. A comprehensive approach was applied, including analysis of scientific publications, comparative analysis of Ukrainian and international digital artistic practices, systematic classification of digital platforms, as well as assessment of the impact of artistic practices on public cultural policy and glocalisation processes. The scientific novelty lies in identifying the mechanisms of influence of digital artistic practices on public space, cultural identity, and participation models; systematising digital practices in Ukraine; and conducting a comparative analysis of Ukrainian and international digital museum experiences, highlighting their role as an active tool for implementing state and local cultural strategies. Conclusions. It has been demonstrated that digital artistic practices are an effective factor of public cultural policy, contributing to the construction of public space, strengthening cultural identity, and forming new models of cultural participation. It was found that Ukrainian digital practices ensure the integration of local cultural traditions with global glocalisation trends while responding to specific socio-cultural challenges. The results confirm their function as a strategic tool for implementing state and local cultural initiatives and innovative models of interaction between artists, institutions, and audiences.
