The problems associated with the proliferation of radio waves in the surface layer. Developed and described in the paper the model can be used to predict the time delay that occurs during the propagation of radio signals in the surface layer of the troposphere, and produces its numerical estimates for the further integration and compensation error due to the instability of the time delayReferences
